Risk vetehdit kavramları bağlamında güvenlik ile kriz yönetimi arasında birbağlantı olduğu sonucuna ulaşılmıştır. Bu bağlamda önce risk ve tehditkavramları sonra da güvenlik ve kriz kavramları teorik olarak analizedilmiştir. İkinci olarak kriz yönetimi kavramı analiz edilmiş ve riskyönetimi kavramından farklılıkları ortaya konulmuştur. TürkiyeCumhuriyeti’nin kriz yönetim esaslarının literatürdeki esaslarıylamukayesesi yapılmış ve aradaki farklılıklar ikinci sorunun cevabını teşkiletmiştir. İkinci soruya cevap mahiyetinde yaklaşım, mevzuat veörgütlenme bakımından farklılıklar tespit edilmiştir. Bir başka manadakriz yönetim esasları bağlamında yönetim biliminde geçerli olan esaslarile Türk kamu yönetiminde mevcut/cari esaslar arasındaki aykırılıklartespit edilmiştir. Günümüzde özellikle de Soğuk Savaş sonrası dönemdedünyanın çeşitli bölgelerinde daha yoğun bir şekilde hissedilmeyebaşlanan kriz olgusunun artan varlığına bağlı olarak kriz ve kriz yönetimsüreçlerinin güvenlik bilimleri ve uluslararası ilişkiler disiplinlerindeehemmiyetle incelenmesini gerekli kılmaktadır. Bunun sebebi krizolgusunun başarılı bir şekilde yönetiminin muhtemel çatışmalarınçıkmasını da engelleyecek olmasıdır. Dolayısıyla çalışmada TürkiyeCumhuriyeti’nin kriz yönetim esasları konusu özel olarak iç hukukbakımından Başbakanlık Kriz Yönetim Esasları Yönetmeliği genel olarakise Yokohama (1994), Hyogo (2005) ve Sendai (2015) protokolleri esasalınarak incelenmiş ve analitik hale getirilmiştir.Firstly, it has been examined whether there may be a connexion between the security concept and crisis management in this paper. In the context of the risk and threat, it has been concluded that there is a relation between security and crisis management. In this context, firstly the concepts of risk and threat and then the concepts of security and crisis theorically are analyzed. Secondly, the concept of crisis management was analyzed and its differences from the concept of risk management were revealed the essentials regarding crisis management in the literature have been confrontated with the essentials of the crisis management in Republic of Turkey. The discrepancies constitute the answer of the second question. As a conclusion, the discrepancies have been identified in the context of the approach, legislation and organization. In another sense, in the context of crisis management principles, inconsistencies between the principles applicable to the science of management and the existing/current principles in Turkish public administration have been identified. Nowadays, especially in the post-Cold War period, the crisis and crisis management processes need to be examined in the disciplines of security sciences and international relations in accordance with the increasing presence of the crisis phenomenon which has started to be felt more intensely in various regions of the world.
