This rapid change and development is also considered as the cause of uncertainties and unpredictability. As a result, managing organizations with classical management styles is considered to have little chance of success, even if managed. It is increasingly difficult to meet the new needs of human beings with classical management approaches. In this study, it is aimed to examine how basic and current concepts discussed in the theoretical framework related to strategic management are included in the strategy documents of municipalities in practice and in the context of the adoption of strategic management culture, evaluations were made on these concepts. According to the Turkey Statistical Classification of Territorial Units, the strategic documents of the municipalities of Kastamonu, Çankırı and Sinop provinces, which are the provinces of TR82 region, were determined as the scope of the study. In this context, the results were tried to be interpreted using the “frequency analysis” method through the content analysis model. As a result, in the strategic documents of the municipalities covered in the study, some of the basic and current concepts related to the concept of strategic management are given however, this situation is limited, in particular, it is considered that the small number of new concepts related to strategic management can be seen as a deficiency in strategic documents.Dünyadaki bilgi ve iletişim teknolojilerindeki gelişmeler, yönetim sistemleri anlayışında da değişimlere neden olmaktadır. Klasik yönetim anlayışları ile insanoğlunun yeni ihtiyaçlarının karşılanması imkânı giderek zorlaşmaktadır. Bu çalışma ile stratejik yönetimle ilgili teorik çerçevede ele alınan temel ve güncel kavramların, uygulamada belediyelerin strateji belgelerinde ne şekilde yer aldığının incelenmesi amaçlanmış ve stratejik yönetim kültürünün benimsenmesi bağlamında bu kavramlar üzerinden değerlendirmelerde bulunulmuştur. Türkiye İstatistiki Bölge Birimleri Sınıflandırmasına göre TR82 Bölgesi illeri olan Kastamonu, Çankırı ve Sinop Belediyelerinin strateji belgelerinin stratejik yönetim kültürü yönünden incelenmesi çalışmanın kapsamı olarak belirlenmiştir. Bu doğrultuda içerik analizi yöntemi aracılığıyla “frekans analizi” yöntemi kullanılarak sonuçlar yorumlanmaya çalışılmıştır.
