Özet
Kimyasal maddeler, ulusal ve uluslararası sektörler arasında önemli bir yerde bulunmaktadır. Kimyasallar birçok alanda kullanıldığı gibi, işe özel kimyasal madde türleri de geliştirilmektedir. Alkid reçine boya endüstrisinin önemli bileşenleri arasında yer almaktadır. Türkiye boya sektörü özelinde yapılan araştırmalarda, Avrupa'da önemli üreticiler arasında yer aldığı görülmektedir. Alkid birden fazla kimyasalın bir araya gelmesi sonucu oluşan bir tür sentetik reçinedir. Alkid reçinenin kullanımı 1800'lü yıllara kadar dayanmakta olup, günümüzde insan nüfusunun artması ve üretimin çeşitlenerek çoğalması nedeniyle, birçok alanda kullanılmaya başlanmıştır. Alınan önlemlerin yetersiz olması, yeterli eğitimin verilmemesi, denetim eksikliği, ilgili alanda çalışacak nitelikli personelin yetişmemesi ve bilgi verici dokümana ulaşılamaması gibi sebeplerden dolayı meydana gelen iş kazaları ve meslek hastalıkları nedeni ile dünyada her yıl binlerce kişi hayatını kaybetmekte veya hayatlarını sağlıklı bir şekilde devam ettirememektedir. Kimya sektörü, iş kazası ve meslek hastalığının karşılaşıldığı sektörler arasında önemli bir yer tutmaktadır. Kimyasal madde kaynaklı yangın, patlama, parlama meydana gelebilmekte ve iş kazaları ile sonuçlanabilmektedir. Ayrıca kimyasal madde maruziyeti sonucunda, mesleki cilt hastalıkları ve mesleki solunum sistemi hastalıkları da meydana gelebilmektedir. Bununla birlikte, etkileri uzun yıllar sonra ortaya çıkabilecek hastalıklara da sebep olabilmektedir. Tehlikelerin tanımlanması ve risklerin belirlenmesinde önemli bir yeri olan risk değerlendirme çalışmaları, birçok farklı şekilde gerçekleştirilebilmektedir. Dikkat edilmesi gereken husus, seçilecek olan yöntemin sektöre uygun olması ve doğru alanlar dikkate alınarak gerçekleştirilmiş olmasıdır. Risk değerlendirme çalışmaları sadece iş güvenliği profesyonellerinin işi olmayıp, bir ekip halinde gerçekleştirilmesi gerekmektedir. Bu sebeple, ekip oluşturulurken yürürlükteki mevzuat ve gereklilikleri dikkate alınmalı, mevzuatta yer almasa dahi tehlike ve risklerin belirlenmesinde etkili olacağı düşünülen kişi veya kurumlardan destek almaktan kaçınılmamalıdır. Bu çalışmada, Türkiye'de iş kazası ve meslek hastalıklarının önlenmesinde önemli bir rol alan iş güvenliği profesyonellerinin alkid reçine üretim sektöründe veya kimya sektörünün bir alanında bu ürünün kullanımı sırasında karşılaşabilecekleri tehlike ve risklerin tanımlanması, makine parkurunun tanıtılması ve alınması gereken önlemlerin yer alacağı, sektöre özel hazırlanmış risk değerlendirmesi, prosesi ve değerlendirme tablosu, kimyasal depolama matrisi ile kılavuz niteliğinde bir kaynağın literatüre kazandırılması hedeflenmektedir.
Chemicals are an important area between the national and international sectors. A special chemical type, alkyd resin, is among the important components of the paint industry. It has been seen that Turkey is among the important manufacturers in Europe in the research made specifically for the paint sector. Alkyd is a kind of synthetic resin formed as a result of the combination of more than one chemical. The use of alkyd resin dates back to the 1800s, and today it has started to be used in many areas due to the increase in the human population and the diversification of production. However, thousands of people in the world die every year or cannot healthily continue their lives due to work accidents and occupational diseases that occur due to insufficient measures taken, insufficient training, lack of supervision, and insufficient training of qualified personnel to work in the relevant field and inability to access informative documents. The chemical industry has an important place among the sectors where work accidents and occupational diseases are encountered. Fire, explosion, and flashing can occur due to chemical substances and these can result in occupational accidents. In addition, occupational skin diseases and occupational respiratory system diseases may occur as a result of chemical exposure. However, its effects can also cause diseases that may occur after many years. Risk assessment studies, which have an important place in the identification of hazards and determination of risks, can be carried out in many different ways. The point to be considered is that the method to be chosen should be suitable for the sector and it should be carried out by taking into account the right areas. Risk assessment studies are not just the job of occupational safety professionals, but an issue that should be carried out as a team. For this reason, the current legislation and requirements should be taken into account while creating the team, and even if it is not included in the legislation, it should not be avoided to get support from people or institutions that are thought to be effective in determining the dangers and risks. In this study, it is aimed to define the dangers and risks that the occupational safety professionals, who play an important role in the prevention of work accidents and occupational diseases in Turkey, may encounter during the use of this product in the alkyd resin production sector or any field of the chemical industry. In this context, it is aimed to introduce a source in the nature of a guide, which will include the introduction of the machine park and the precautions to be taken, to the literature. Also, it is aimed to bring to the literature a risk assessment, process and evaluation table, chemical storage matrix, and a guideline prepared specifically for the sector.
