dc.description.abstractBu tez çalışması Türkiye'de devletin toplumsal refaha yaklaşımını, Yap-İşlet-Devret (YİD) modeli özelinde incelemektedir. Araştırmada arşiv araştırması yöntemi tercih edilmiştir. Araştırma verileri büyük ölçüde AK Parti dönemi ile sınırlandırılmıştır. Çalışma kamu kesimi-sermaye kesimi ve hanehalkları arasındaki sağlıksız ekonomik ilişki etrafında şekillendirilmiştir. Çalışma sonucunda kamu hizmetinin klasik tanım ve içeriğinden ve bilhassa Para-Banka sistematiğinden hareketle, YİD modelinin bir kamu hizmeti görme usulünden çok "gösterge ekonomisi"ni besleyici bir ekopolitik tercih olduğu kanaatine varılmıştır.
dc.description.abstractThis thesis examines the government's approach to social welfare in Turkey, specifically in the title of Build-Operate-Transfer (BOT) Model. Archive research method is preferred in the research. Research data is largely limited to the AK Party period. The study is shaped around the unhealhty economic relationship between the public sector, capital sector and households. As a result of the study, the BOT model was found to be an ecopolitical choice which nurtures the "economic illusion" rather than a public service method in the light of the classical definition and content of the public service and especially the money-banking system.
