dc.description.abstractSağlık Serbest Bölgeleri (SASEB) hem kavram hem uygulama yönüyle küresel yeni bir olguya işaret etmektedir. Ülkeler SASEB'i her yıl hacmi artan küresel sağlık turizmi pazarından daha çok pay almak ve sağlık turizminde çekim merkezi olmak için önemli bir araç olarak görmektedir. Türkiye'de, ilk kez 2010 yılında dönemin Sağlık Bakanı tarafından gündemine getirilen Sağlık Serbest Bölgesi geniş yankı ve heyecan uyandırmış, yasa ve mevzuat çalışmaları yapılarak hükümet programına alınmış, başta sektör temsilcileri olmak üzere çeşitli paydaşlarla uzun süren çalışmalar yapılmıştır. Bütün bunlara rağmen proje hayata geçirilememiş fakat ülke gündeminden de çıkmamıştır. Bugüne kadar Türkiye'nin SASEB projesine ihtiyaç duyup duymadığı, projenin amacı, hedefleri, beklenen fayda, potansiyel pazarları, yerleşim yeri, türü ve finansman modeline yönelik herhangi bilimsel-analitik bir çalışma yapılmamıştır. Bu amaca yönelik olarak yapılan bu çalışmada birbirlerine çok yakın olmayan çok boyutlu ve çok faktörlü iki farklı bilim alanında yöntem sorunlarını azaltmak için Güvenen'in (2016) "Transdisipliner Bilim Yöntemi" temel alınmıştır. Üç aşamalı yapılandırılan çalışmanın birinci aşamasında iki farklı bilim alanına işaret eden sağlık ve serbest bölge olgularının tarihsel gelişim süreçleri ve günümüz kavramsal çerçeveleri çalışmayla ilgisi oranında ele alınmıştır. İkinci aşamada dünya genelinde kurulan veya girişim aşamasında olan sağlık serbest bölgeleri incelenmiştir. Üçüncü aşamada Türkiye'de Sağlık Serbest Bölgesine ihtiyaç olup olmadığına yönelik sağlık sektörü paydaşları ile bir alan çalışması yapılmış (anket), elde edilen verilerin SPSS istatistik programı yardımıyla frekans çizelgeleri çıkarılmış, geçerlik-güvenirlik testleri, normallik testleri, faktör analizi, t-testi, ANOVA, korelasyon analizi ve basit doğrusal regresyon analizleri yapılmıştır. Analiz sonucunda örneklem grubunun çoğunluğu (%59) Türkiye'de bir Sağlık Serbest Bölgesine ihtiyaç olduğunu belirtmiştir. Yapılan regresyon analizi Türk SASEB'in Türkiye'nin sağlık turisti sayısını ve sağlık turizmi gelirlerini %44,8 oranında artıracağını ortaya çıkarmıştır. Yerleşim yeri olarak en uygun il olarak İstanbul (%89,6) öne çıkmaktadır. İstanbul'u sırasıyla İzmir (%88,4), Antalya (%87,3) ve Ankara (%83,9) takip etmektedir.
dc.description.abstractFree Zone for Healthcare (SASEB) points to a new global phenomenon in terms of both concept and practice. Countries see SASEB as an important tool to get a bigger share from the global health tourism market, and to become a centre of attraction in health tourism. In Turkey, the Health Free Zone, which was brought to the agenda for the first time in 2010 by the Minister of Health of the period, aroused great interest and excitement, it was included in the government program by making law and legislations, and long-term meetings and discussions were held with various stakeholders, especially sector representatives. Despite all this, the project could not be realized, but remained on the agenda of the country. However, until now, no scientific-analytical study has been conducted on whether Turkey needs a SASEB project or not, and on the purpose, objectives, expected benefits, potential markets, location, type and financial model of the project. The aim of this study is to investigate the above-mentioned questions using Güvenen's (2016) "Transdisciplinary Science Method" to reduce methodological problems, since this study was conducted in two different multidimensional and multifactorial science fields that are not very close to each other. In the first stage, the historical development processes of health and free zone phenomena, which point to two different scientific fields, and today's conceptual frameworks are discussed in proportion to their relevance to this study. In the second stage, the health free zones established around the world or which are at the stage of initiative, were examined. In the third stage, a survey was conducted with the health sector stakeholders in order to find an answer to the question of whether there is a need for a Health Free Zone in Turkey. The data obtained in the study were subjected to validity-reliability tests, normality tests, factor analysis, t-test, ANOVA, correlation analysis and simple linear regression analyses using SPSS statistical program. The result indicates that the majority of the group (59%) stated that there is a need for a SASEB project in Turkey. The regression analysis revealed that Turkish SASEB will increase the number of health tourists and health tourism revenues of Turkey by 44.8%. Istanbul (89.6%) stands out as the most suitable province for settlement, followed by Izmir (88.4%), Antalya (87.3%) and Ankara (83.9%), respectively.
