| dc.description.abstract | Bu çalışma, afet yönetimi bağlamında kamunun mücadele kapasitesi ile arama-kurtarma ekiplerinin eğitim ve deneyim düzeylerinin önemini değerlendirmektedir. Çalışmada kamunun afetlerdeki pozisyonuna bakılarak, afetin tanımı yapılıp, afetlerle mücadelede kamu faktörünün etkisi incelenmiştir. Çalışmanın dördüncü bölümünde afetlerde görev alan arama-kurtarma ekiplerinin yapısına değinilerek son bölümde kamunun afetlerle mücadele kapasitesi ve kurtarma ekiplerinin eğitim ve deneyimin önemi incelenmiştir. Türkiye gibi deprem riski yüksek bir coğrafyada yer alan ülkelerde, afetlerle mücadele yalnızca operasyonel değil, stratejik ve yönetsel bir süreç olarak ele alınmalıdır. Tezde, afetlerin türleri ve insan yaşamı üzerindeki etkileri ele alınmış; afetlerin yalnızca doğal değil, aynı zamanda insan eliyle şekillenen sosyal olaylar olduğu vurgulanmıştır. Afet yönetiminde insan faktörünün belirleyici olduğu bu çalışmada, kamu yönetiminin sadece müdahale değil, risk azaltma, hazırlık ve eğitim süreçlerinde de aktif olması gerektiği ifade edilmiştir. Deprem arama-kurtarma faaliyetleri, kamu kapasitesinin en somut şekilde ortaya çıktığı alanlardan biridir. Bu noktada ekiplerin eğitimi, tecrübesi, psikolojik dayanıklılığı ve kriz anındaki karar alma becerileri doğrudan can kayıplarını etkileyebilmektedir. Bu doğrultuda sürekli eğitimler, tatbikatlar ve uluslararası standartlara uygun nitelikler kamu yönetimi için bir zorunluluk olarak değerlendirilmiştir. Ayrıca çalışmada grafik ve istatistiksel analizlerle elde edilen veriler doğrultusunda, çok aktörlü ve bütüncül bir afet yönetimi anlayışının gerekliliği vurgulanmıştır. Sonuç olarak, etkili bir afet yönetimi için fiziksel kapasite kadar kurumsal hazırlık, yönetsel vizyon ve toplumsal farkındalık da büyük önem taşımaktadır. | |
| dc.description.abstract | This study evaluates the importance of the public's capacity to combat disasters and the education and experience levels of search and rescue teams in the context of disaster management. In the study, the public's position in disasters is examined, disaster is defined, and the effect of the public factor in combating disasters is examined. In the fourth section of the study, the structure of search and rescue teams working in disasters is discussed, and in the last section, the public's capacity to combat disasters and the importance of the education and experience of rescue teams are examined. In countries such as Turkey, which are located in a geography with a high earthquake risk, combating disasters should be considered not only as an operational but also as a strategic and administrative process. In the thesis, the types of disasters and their effects on human life are discussed; it is emphasized that disasters are not only natural but also social events shaped by human hands. In this study, where the human factor is decisive in disaster management, it is stated that public administration should be active not only in intervention but also in risk reduction, preparation and education processes. Earthquake search and rescue activities are one of the areas where public capacity is most concretely revealed. At this point, the training, experience, psychological resilience and decision-making skills of the teams in times of crisis can directly affect the loss of life. In this direction, continuous training, exercises and qualifications in accordance with international standards are evaluated as a necessity for public administration. In addition, in line with the data obtained through graphic and statistical analyses in the study, the necessity of a multi-actor and holistic disaster management approach is emphasized. As a result, institutional preparation, administrative vision and social awareness are as important as physical capacity for effective disaster management. | |
