dc.description.abstractBürokrasi ve siyaset arasındaki ilişki sosyal bilimlerde birçok farklı akademik çalışmaya konu olmuştur. Aralarındaki ilişkinin hangi boyutta olduğu veya olması gerektiği üzerine birçok önemli kavramsal çalışma yapılmış ve yapılmaya devam etmektedir. Akademik çevreler içerisinde bu konuya dair birçok farklı yaklaşım ve bakış açısı bulunmaktadır. Çalışmamda bürokrasi ve siyaset arasındaki ilişkinin kuramsal ve kavramlar yaklaşımlar içerisinde analitik açıdan değerlendirmelerini yaparken Türkiye'deki bürokrasi ve siyaset ilişkisi ile tarihsel gelişim sürecini incelemeye çalıştım. Ana akım paradigmalar üzerinden konuya yaklaşarak öncelikle bürokrasi ve siyaset ilişkisinin ne olduğu ve ne olması gerektiğini araştırırken günümüzdeki yapısal ve işlevsel sorunları ve bu sorunlara yönelik çözüm önerileri üzerinde durmaya çalıştım.
dc.description.abstractThe relationship between bureaucracy and politics has been the subject of many different academic studies in social sciences. Many important conceptual studies have been made and continue to be done on the extent of the relationship between them or should be. There are many different approaches and perspectives on this subject in academic circles. In my study, while making analytical evaluations of the relationship between bureaucracy and politics within theoretical and conceptual approaches, I tried to examine the relationship between bureaucracy and politics and the historical development process in Turkey. By approaching the subject through mainstream paradigms, I tried to focus on today's structural and functional problems and solutions to these problems while researching what the relationship between bureaucracy and politics is and what it should be.
